Good morning,

The DC Homeland Security and Emergency Management Agency (HSEMA) manages the archival server where footage from certain District Department of Transportation (DDOT) CCTV traffic camera footage is archived. Please note that not all DDOT traffic cameras record and may only be available via live feed.

The requester requested CCTV footage from New York and Florida Avenue on February 8, 2025, with a timestamp of 12:29 p.m. HSEMA provided footage to the requester for New York and Florida Avenue with a date of February 08, 2025, and a timestamp of 12:00 pm to 1:00 pm or 1300 hours.

HSEMA cannot control the angle of the camera at the time of the incident and rejects the assertion that we did not fulfill this FOIA request in its entirety.

For your review, I have attached a list of the available DDOT cameras that HSEMA has access to, which record. This listing is also available on our website. Below, you will also find a link to the CCTV footage provided to the requester.
