This correspondence was sent to HSEMA as well as the Mayor’s Office of Legal Counsel.

Thank you all for your time and attention to this matter. I would like to reiterate my position that the FOIA request remains unfulfilled.

HSEMA maintains that the requested content has been provided; however, there is no visual evidence of the vehicle in question at the reported time of 12:29 PM on Saturday, February 8, 2025—or at any other point in the video.

The details of the incident were clearly outlined in my original request.

While it's regrettable that none of the eight or more nearby cameras captured the event, their usefulness is further diminished without accurate timestamp alignment to the reported occurrence.

On February 17, 2025, I sent an email to Officer Manuel Siberian Duarte of the MPD 5th District, which included metadata and an extended video clip of the incident. In this clip, the altercation related to the incident can be clearly heard.

For your reference, I will attach the clip and accompanying metadata to support your ongoing review.

To my understanding, a detective from the 5th District has also opened a case on this matter and may be a helpful point of contact for further on-the-ground investigation.

Additionally, I believe there should be a red-light traffic camera capture of the vehicle, as it clearly ran through a red light over five seconds after the signal changed. The corresponding CCN# is 1234567890 .
